Apple laptop? Stroke two fingers over the mousepad to scroll. Similarly, a two-finger tap will generally be preset to right-click. You can change the gesture settings, of course, but I found them fairly useful. Only thing I did was set the pad to accept a tap as well as an actual "press down for mechanical click", to select stuff.

What kind of laptop is is? (make/model/OS Win7 or MacOSX)

If it's a Synaptics trackpad, and it have multitouch installed, you can draw a clockwise circle to scroll down (counter-clockwise for up).
Some have an area on the far right of the track pad that if you slide your finger up/down, it'll scroll up/down.

For the MS mouse, when you plug it in does your laptop make a noise? If so, what kind of noise (a kind of daDUM or a da-da-da)

Make/model and operating system is really needed =D

You might have the wrong driver installed--something similar happened to me when Dell had to replace my hard drive, and they sent me the wrong CD. The touchpad worked, but not the scroll. Give the company a call or check online to make sure you have the right mouse driver installed.
